NHS Liverpool Clinical Commissioning Group (NHS Liverpool CCG), for the people of Liverpool, is responsible for:

  • providing General Practitioner (GP) Services to the people of Liverpool
  • planning and buying most NHS services including the care received at hospitals and in community clinics.

Working in close partnership with those involved in providing care in the city, e.g., local hospitals and Liverpool City Council, NHS Liverpool CCG make sure that NHS services provided meet the needs of our population.

Together with our partners we are currently working on the “Healthy Liverpool Programme” – a five-year plan for improving health and health services in the city.

Dave Horsfield started his working life in trading standards and enforcement, working in senior local authority roles. During his trading standard days, Dave delivered a number of public health focused programmes including alcohol, tobacco and other prevention initiatives.

Joining Liverpool NHS in 2005, to lead the development of partnerships and improvement of work place health, Dave’s portfolio rapidly expanded to include wider community involvement and the use of technology to support self-care. Dave played a key role in engaging community stakeholders in supporting delivery of the health and well-being agenda. This includes pioneering work with the City’s football clubs, Liverpool and Everton FC.

Dave coordinated development and delivery of Liverpool’s dallas (delivering assisted living lifestyles at scale) bid under the Mi, More Independent brand and now manages within the Digital Care and Innovation strand of the Healthy Liverpool Programme.


John Webb

With 30 years background in IT, John Webb has managed a large number of innovative technology-led business transformation projects.

In 2012, he joined NHS Liverpool CCG’s More Independent (Mi) Programme, which applied technology at scale through a diverse range of Health, Social Care, Community and Technology partners. John was responsible for a lot of the detail that converted the initial aims and ideas into firm implementation plans, contracts and deliverables.

John is currently responsible for the specification and management of Liverpool CCG’s Telecare and Telehealth services, and for developing a market-place of apps to enable the NHS in Liverpool to channel-shift into the digital age.
